ASEAN recognises that concerted efforts are required to narrow development gaps between ASEAN countries to ensure that development and the benefits of economic integration are equitably shared by all member states and their citizens. Narrowing development gaps between member states is a cornerstone of the equitable economic development agenda within ASEAN and forms an important part of the ASEAN Roadmap. This agenda translates primarily to a concern for the relatively low development achievements in the CLMV countries compared to those in the ASEAN-6 group. 


Within ASEAN and among its partners, there has been ambiguity over precisely how to define and measure the development gap between ASEAN countries, particularly the gap between ASEAN-6 and CLMV groups. One way of defining the gap is to treat it as an increasing function of the difference in average development achievement between the ASEAN-6 and CLMV countries.

Work-life balance issues are not a constant but are framed differently at different stages of the life-course. In addition to analysing behaviour, it is also important to develop an understanding of the meaning that actors attach to what they do. This article examines the perspectives of young Australian professionals on career, relationships and family. Work-life balance issues are not a constant but are framed differently at different stages of the life-course. In addition to analysing behaviour, it is also important to develop an understanding of the meaning that actors attach to what they do. This article examines the perspectives of young Australian professionals on career, relationships and family formation as these evolve over the early years after university graduation. It provides an insight into their views about the balance between their career goals and family in the early years of their professional working lives. It reports a longitudinal study of 86 young Australian professionals from 1997 to 2003, which highlights the emergent and contingent nature of decisions about careers and relationships and their relevance for childbearing. Gender plays a role in their plans and expectations but they reject the traditional male breadwinner model. The high value given to dual career relationships may put stress on their ability to balance family aspirations with satisfactory careers.yformation as these evolve over the early years after university graduation. There is an urgent need to expand the number of qualified accountants in China and, particularly, the number of local accountants whose qualifications are recognized internationally. During this period of rapid transformation, the Deakin Master of Professional Accounting program, which includes the CPA Program of CPA Australia, has been developed to assist in meeting China's needs for internationally recognized accountants. The first group of students to study a new university course incorporating the CPA Australia qualification graduated at a specially convened graduation in Beijing on August 22 this year. The increasing awareness of the need for stringent corporate governance procedures and ethical business practice in the global market, as well as the need for China to develop knowledge of modern business activities, has been a priority as the course has been taught.

The ‘Gen Zeds’ are female Emirati students in their early twenties at Zayed University who oscillate between the traditional Islamic culture of their families, and the highly mediated global culture they experience at university and on the Inter-net. These students come almost entirely from prosperous families. On graduation, they are expected to assume leadership positions in the United Arab Emirates – a country in transition – despite living in a society that recently has not permitted women roles beyond that of mother and homemaker. This article considers whether the lessons and experiences they encounter at university – and their intense exposure to a technology-mediated world – will equip them for life in a society radically different from that of their mothers, and whether their ‘still small voices’ will be heard in a new technology economy.

This article reports on a project that aimed to discover whether rural placement can influence new graduates to take up rural positions, and what factors play a role in the decision-making. This pilot study reports the findings from a pre-survey of students (n = 110) who completed a questionnaire at the end of their rural placement in the Greater Green Triangle region, Australia. Findings are compared with matched questionnaire responses for students who subsequently completed a post-survey after graduation and who commenced work (n = 28). Rural placement appears to be associated with commencing rural practice after graduation. More graduates with an urban home address commenced rural practice than graduates with a rural home address who started their careers in the city. Longer placements may sway those with a city background to start work in a rural area.

Introduction: This study is based on the metaphor of the ‘rural pipeline’ into medical practice. The four stages of the rural
pipeline are: (1) contact between rural secondary schools and the medical profession; (2) selection of rural students into medical
programs; (3) rural exposure during medical training; and (4) measures to address retention of the rural medical workforce.
Methods: Using the rural pipeline template we conducted a literature review, analysed the selection methods of Australian
graduate entry medical schools and interviewed 17 interns about their medical career aspirations.
Results: Literature review: The literature was reviewed to assess the effectiveness of selection practices to predict successful
gradation and the impact of rural pipeline components on eventual rural practice. Undergraduate academic performance is the
strongest predictor of medical course academic performance. The predictive power of interviews is modest. There are limited data
on the predictive power of other measures of non-cognitive performance or the content of the undergraduate degree. Prior rural
residence is the strongest predictor of choice of a rural career but extended rural exposure during medical training also has a
significant impact. The most significant influencing factors are: professional support at national, state and local levels; career
pathway opportunities; contentedness of the practitioner’s spouse in rural communities; preparedness to adopt a rural lifestyle;
educational opportunities for children; and proximity to extended family and social circle. Analysis of selection methods: Staff
involved in student selection into 9 Australian graduate entry medical schools were interviewed. Four themes were identified:
(1) rurality as a factor in student selection; (2) rurality as a factor in student selection interviews; (3) rural representation on student
selection interview panels; (4) rural experience during the medical course. Interns’ career intentions: Three themes were identified:
(1) the efficacy of the rural pipeline; (2) community connectedness through the rural pipeline; (3) impediments to the effect of the
rural pipeline, the most significant being a partner who was not committed to rural life
Conclusion: Based on the literature review and interviews, 11 strategies are suggested to increase the number of graduates
choosing a career in rural medicine, and one strategy for maintaining practitioners in rural health settings after graduation.

Aim: This study aimed to investigate the perception of graduate students on their preparation for practice, at 7 months post graduation.
Method: Using an anonymous postal questionnaire, 18 respondents (58% response rate) provided data on the nature of current employment, the experience as a graduate therapist, and perceptions of their undergraduate experience in preparing them for practice.
Results: Fifty percent of the respondents were practising in a rural environment. There was a significant positive relationship between respondents perception of their curriculum and fieldwork experiences and their preparation for practice (rho = 0.52, p < 0.05, and rho = 0.55, p < 0.05, respectively). Of the fieldwork experiences, respondents rated block placements as more beneficial to practice than non-traditional placements. However, a correlational analysis showed the non-traditional placement was significantly related to preparation for practice (rho = 0.54, p < 0.05). On a sevenpoint Likert scale, respondents rated themselves from 5.2 to 5.7 for perceived self-competence as a newly graduated practitioner with community-based graduates having the higher rating. Confidence in clinical decision-making was rated 5.0 to 5.6 with community-based graduates having higher rating. Respondents reported a positive perception that the undergraduate program prepared them to enter the workforce and practise as an occupational therapist (mean ratings 5.5 to 6.2).
Conclusion: Respondents felt adequately prepared to enter the occupational therapy profession and workforce. Strengths and weaknesses in their preparation are discussed as well as the need for further research.

This study examines the extended family's impact on microenterprise growth at the individual level, where microenterprise operators have some control over constraints affecting their operations. Beyond the individual level, microenterprise operators have little control over constraints such as government policies and regulations, competition from import-substitution industries and exploitation by corrupt officials. Therefore, it is at the individual level that the extended family serves as a crucial parameter of microenterprise growth and the success with which MEs graduate from the informal sector into the mainstreams of small business. Within this domain, this author has examined the extended family and found that there is a need for policy makers and MED administrators to adopt a more culturally sensitive approach to microenterprise growth if the extended family is to be engaged as a partner in their efforts to support microenterprises as a source of income and employment generation, A central question posed is why most writers on microenterprise activities in Ghana have neglected the extended family as a factor that should be considered in the design of microenterprise growth strategies and policies? The answer to this question was explored in the process of data gathering for this thesis and the results are presented here, especially in chapter 3 below. Suffice it to note here that this neglect has many roots, not least of which is the proclivity of mainstream economics, modern administration practice and the objectivity of double entry accounting based documentation procedures to focus on measurable growth in the formal sectors of the economy and structural constraints such as the lack of finance, lack of market demand, lack of access to technology and government regulations. Consequently, a noticeable trend among these writers is that they rightly advocate finance be made accessible to microenterprises, however, few question whether the finance is effectively used towards microenterprise growth. This issue is crucial in the face of evidence from this study which shows that finance accessed towards microenterprise growth is often put to other uses that negate growth thus keeping microenterprises within the bounds of the informal sector as against graduating out of the informal sector. As a result, these writers have neglected the intimate relations between the extended family and microenterprises, and most importantly, the constraint that the extended family inflicts on microenterprise growth at the individual level of activity. This study, by targeting the growth of the individual microenterprise in the socio-cultural context in which this growth must be achieved, has highlighted the constraint that the extended family does pose on MED. However, the study also shows that these constraints are important not because there is anything inherently wrong with the extended family, but because the socio-economic and policy environment is not consistent with the positive role that the extended family can and should play in the graduation of microenterprises from the informal to the formal sector of the economy in Ghana.

We review various representations of the median and related aggregation functions. An advantage of the median is that it discards extreme values of the inputs, and hence exhibits a better central tendency than the arithmetic mean. However, the value of the median depends on only one or two central inputs. Our aim is to design median-like aggregation functions whose value depends on several central inputs. Such functions will preserve the stability of the median against extreme values, but will take more inputs into account. A method based on graduation curves is presented.

This article provides insights into the ways that teacher education programs might equip early career teachers beginning their professional identity. Situated in Melbourne (Australia), it discusses tertiary music education preparation for the profession and recognises the value and importance of having critical friends and mentors as a beginner teacher. By using narrative reflection both lecturer and graduate allow their voices to be heard as they make a contribution to understand the challenges new teachers face when building their professional identity and ‘staying in the job’. The discussion provided by the graduate, outlines her experience and engagement regarding the ‘positives’ and ‘negatives’ as she establishes her professional identity. Concerns and issues raised may be similar to those experienced by others. The lecturer contends that ongoing research with graduates is necessary when preparing pre-service students as they begin developing their teacher identity and remain within the profession after graduation.

Construction degrees are in significant demand in Australian universities. Entry students believe that graduation will lead to well-paid industry employment. Previous studies have identified trends in graduate starting salaries, but often combine categories of graduates to produce inadequate generalisations and salary averages. This study, conducted at RMIT University, Melbourne, examined a specific cohort of construction management students and provided an insight into their employment conditions and starting salaries. The results provide useful up to date information for undergraduate students and academic staff alike.

The changing nature of higher education and the structure of graduate labour markets have increased emphasis on employability and graduate outcomes. Universities have responded to this changed environment by embedding generic skills in the curriculum. This paper examines the generic skills that students perceived they acquired in their accounting studies in preparation for graduate employment. Given the changed background profiles of students studying accounting degree in Australia, and the employment difficulties they encounter on graduation, the study specifically addresses the perceptions of students from diverse cultural backgrounds. The findings demonstrate that, overall, students believed that their accounting course assisted in developing generic skills, while differences in perceptions were identified between different cultural cohorts. The research highlights the need to develop educational practices which embed generic skills development in the curriculum in a way that maximises the opportunities for culturally-diverse student cohorts to enhance their employment outcomes on graduation.

In 1985, the Higher Education Equity Program was introduced by the Australian Government to improve the participation of those persons from social groups traditionally under-represented within higher education. In 1990, the program was incorporated within A Fair Chance For All which provided more specific details of the government's desire for a system-wide approach to equity issues. One result has been the proliferation of access and equity programs conducted by universities around the country and aimed at redressing the disadvantage of potential students. The alleged success of these programs is based on greater participation in and graduation from Australian universities by individuals from targeted disadvantaged groups. The research reported here, however, would suggest that such programs are prone to co-opt the language of equity and social justice, dependent as they are on satisfying statistically-orientated program performance indicators in order to receive recurrent government funding. Further, the paper argues that success in achieving equity within Australian higher education will remain limited unless the structural arrangements that work to construct social inequalities in mainstream higher education are addressed.

A few months ago I was sitting in a graduation ceremony considering the nature of universities; what it means to do academic work and how this constitutes some higher form of education. Unlike some of my more astute colleagues who had remembered to bring their current reading (copies of Giroux or Gelemter nestled within their graduation programs) to while away the time between applauds for graduates and speeches, I was confined to my own thoughts on matters of importance for universities and their constituents. The ceremony provided critical moments for reflection--for me, centred around the politics of meaningmincluding: the presentation to a colleague of the Vice-Chancellor's award for teaching excellence; the conferring of an honorary doctorate on the guest speaker, Fiji's Prime Minister Major-General Rabuka, for his involvement in restructuring Fiji's system of governance; and the celebration of his visit by the Vice-Chancellor, himself a would-be reformer of systems as a member of the West Review of Australian higher education.

The model of learning best suited to the future may be one which sees learning as the process of managing the different kinds of participation an individual might have in complex social systems. Learning capability and engagement is thus dependent on the relationship between an individual identity and social systems. We report on the incorporation of machinima, a Web 2.0 technology, as part of an interdisciplinary and collaborative project where the focus is not on the mastery of the tools or the acquisition of predetermined knowledge, but on the development of learning engagement. We provide the case study of a pilot project involving students across two Arts disciplines collaborating via the game, World of Warcraft, to produce an animated adaptation of one of Geoffrey Chaucer's Canterbury Tales. Their contributions were differently assessed according to the pre-existing requirements of their home disciplines. We argue that the assessment in such projects, in conjunction with innovations and experimentation with Web 2.0 technologies, should shift from an emphasis on product to process. We believe that this has a sound pedagogical and theoretical foundation, and also fits better with the increasingly digitalised, unfixed and interdisciplinary world that students will face on graduation.
